Do libertarians believe there are any necessary functions of the state? If so, what are they?

There is a broad spectrum of beliefs out there, but generally libertarians believe that government should be limited to the minimum needed to protect individual life, liberty and property. For some this means a defensive military, police, courts and basic infrastructure. For some, this minimum is zero.
