Only in the same manner that in several Southern states (Alabama and George Wallace comes immediately to mind) which prevent a Governor from running for a second term, they run their wife to succeed them and the wife becomes a figurehead, only showing up at ribbon-cutting ceremonies when a new Wal-Mart opens.
I think that even the Hillary-Haters will acknowledge that she would not be a figurehead President - she is too independent minded to be a “front” for her husband.
