Why is it took so long for anyone to discover that Hilary had been using insecure email during her office? What had happen to those check and balance?

There was no question of "discovering" anything... It was immediately, patently obvious to every single person who sent her an email, since it was it was addressed to something other than a ".gov" address.

I'd guess that the senders simply assumed that the address was sanctioned.
