When you go into a negotiation for anything do you put all your cards on the table? If you were negotiating a salary would you start with what you would actually settle for? Or would you aim high so you could be beaten down to the salary you wanted? If you were haggling in a market would your first offer be what you wanted to pay?
This is how politics in the US works. Negotiation and barter. And no it isn’t entirely honest - you can’t be. But if you can’t negotiate you can’t play politics in the US. And if you place everything you want on the table then other than in rare conditions you simply aren’t a good negotiator.
If that’s the worst that can be found then I see little problem with her honesty.
