Over the past few decades, most states have cut the amount they pay to support public colleges and universities. Having lost a major source of funding, the colleges and universities had to find a replacement. The only other major sources for funding teaching (as opposed to research) costs are tuition and donations. Most institutions do not raise much from donations, so tuition had to rise to support the cost of continuing to teach classes.
