My opinion varies, depending on the tailgater.
At the most charitable end of the spectrum they are unskilled, under-trained, and unthinking drivers who are dead from the neck up and should not be on the road.
At the other end they are aggressive assholes who have just committed assault with a deadly weapon.
If I were writing the rules, a lot of people would lose their licenses for failure to maintain a safe following distance. If you can’t do that, and don’t even know how to calculate it, you have no business sharing the roads with anybody.
