What would happen if I became a cop and handed out speeding tickets for drivers going 1-10mph over the speed limit?

Many years ago, a city near mine (at the time) went on a war against speeding, and had a reputation of writing tickets for as little as two over the limit.  I would not have believed it, until a guy I worked with showed my his ticked...  For two over (37 in a 35, iirc).  This was an older gentleman who had a helium foot, rather than a lead foot, so I seriously doubt that the cop wrote the ticket for less than he was actually going.  He was a bit upset (understandably).  He also had quite a bit of money.  I would not be surprised if he donated to the opposition when elections for city leadership came up. 

Writing tickets for super-marginal violations like that is what you call "a career limiting move".
