They do. Every. Fucking. Day. The dog whistle is “unwed mothers” rather than “fatherless families”. If you google “crime” and “unwed mothers” you find about eighty skrillion results, many of them quoting politicians in one form or another.
“The problem of black fathers” is another popular dog-whistle, since of course everybody knows that black men are the problem (and not, say, the fact that we appear to have assigned our police to shoot them).
