He never registered the foundation as a public charity, so no external audits were ever performed. Since there are no audits everything has to be done using interviews and subpoenas. And they are finding nothing but problems. Businesses that owe Trump money were directed to make donations instead of paying him, allowing him to avoid paying taxes on that income. Money from the foundation being used to pay debts owed by his other companies and buy him personal property.
So no, the Clinton Foundation has never been investigated this way. They have audits, and reviews of audit results, and nothing else has ever been necessary. The Trump Foundation has never had an audit, and is now the subject of a criminal investigation.
