He's worried.
It is in the nature of German Shepherds to take care of their charges, and he thinks you may drown.
My Maltese used to do this. I would float in the pond, and she worried, and would swim out to rescue me. She wasn't much help. Sometimes my neighbor's golden retriever would come out, and I could grab his tail and be towed back to the bank.
