My read of the High Sparrow is, he legitimately started out as humble, ascetic and devout, and genuinely intended to stay that way. But he gained more power, and he found that he liked that power, and now he's happily exercising that power. Only that power is still laced with the judgmental attitude and self-righteousness he already had. I think he's both a true believer and a power monger. In his case, two aren't mutually exclusive.
