Are astronauts encouraged to have children, if they choose, before they go into space?

I have no idea... but there was one female astronaut of child bearing age that was very concerned about radiation.  She had a custom designed sleep station lined with water bags, (water is a good shield against radiation due to the polar water molecules). 

NASA has strict limits to how much radiation an astronaut can be exposed to before their career is over.  Current technology would not allow a Mars trip without violating those limits.  This is the biggest reason you won't see a human mission to Mars anytime soon.
