When Beijing accuses elements of Hong Kong society of trying to foment a "color revolution", what does that mean?

This is a very serious accusation.

There is a strong belief among the Beijing leadership that the US wants to promote democracy all over the world in order to extend American influence.

They believe that the US has deliberately used non-government organizations (NGOs) as front organizations to fund money and support to promote democracy, and increase US influence all over the world.

The first example of a Colour revolution was in Ukraine in 2004.

Along with Beijing, Moscow under President Putin also share this belief that color revolutions are instigated by the west in order to install western proxies. This is part of the reason Beijing and Moscow are allies when it comes to foreign policy.

One of the individuals which Beijing believes promote this policy are Paul Wolfowitz, former US deputy Secretary of Defense. He is now chairman of the US-Taiwan Business Council. Wolfowitz has long called for a stronger, more confrontational US foreign policy with regard to Beijing.

The reason this charge is very serious is because that it could be used as a pretext for Beijiing to become directly involved in Hong Kong's affairs. Under the Basic Law, Hong Kong's mini-constitution, Hong Kong is free to run it internal affairs, but if foreign elements use Hong Kong as a base for creating instability in China (PRC), then Beijing can intervene.
