Is USA foreign policy destructive to world peace?

No. American foreign policy is largely beneficial. It's the execution that causes issues. It's easy with hindsight to say what should've happened. American foreign policy is largely directed at free trade and energy security. Most of the world trades freely on seas secured by the US navy.

The collapse of the USSR is a result largely of American foreign policy. This doesn't excuse the terrible things the US has done in its history. But you can't dump a nation's foreign policy into a lazy generality.  If American foreign policy is evil, then what does that say for all the nations who quietly go along with American foreign policy, much less those (Singapore, Australia, Japan, Malaysia, South Korea, Taiwan, Philippines, Thailand) who are clammoring for a lot more of it in their backyard.
