A zombie outbreak ravages a random town in rural United States and President Obama authorises the use of a tactical nuke to contain the plague. How difficult would it be for the government to cover up the use of a nuclear weapon?

First, the use of a tactical nuclear weapon within the territorial limits of the United States couldn't  possibly be kept a secret. Wouldn't technology outside of the control of the American government pick up such an act? Devices ranging from seismometers (machines used to detect earthquakes) to weather satellites would rapidly inform us that something extraordinarily rare and significant has just occurred.
 
Second, Americans demand that any President use all of the resources available to prevent a spread of a zombie outbreak.  Look how panicky some folks were when a single individual with Ebola was brought into the United States for treatment? Imagine, then, the reaction if hundreds or thousands of individuals in a random town  were affected by a zombie outbreak.
