Specific Presidents of the United States of America: What is the most egregious misuse of the Presidential pardon?

George HW Bush issued pardons to six Reagan era officials who were facing trial over lying to investigators during the Iran Contra investigation.  It is an open secret that one of those officials had proof that Bush knew far more than he ever testified to.

The pardons were issued in December 1992 - after Bush had lost re-election.  As a result the prosecution case collapsed. and Bush escaped judgement.

Pretty hard to beat.
