Why is nearly every car on the California highway running at 70~75 mph, and some even at 80 and higher while the upper limit is 65 mph? Which speed is appropriate?

Because they :

1. Want to get where they're going quicker, so they spend more of their lives doing things other than driving,
2. Think it's safe, and
3. Think they are very unlikely to get caught.

I do the same, for the same reasons.
