Why do some people think Captain America is the best Avenger?

Because he is.

He has the greatest origin and backstory - a sickly but courageous kid volunteers for a dangerous experiment because it offers him the chance to fight evil.  He becomes a symbol of what America can be and charges into battle against Nazi scum.  He is lost in battle and frozen for decades.  He is thawed out and becomes a man out of time.  He leads through the strength of his character.

Dr. Erskine: "The serum amplifies everything that is inside. So, good becomes great. Bad becomes worse. This is why you were chosen. Because a strong man, who has known power all his life, will lose respect for that power. But a weak man knows the value of strength, and knows compassion."
"Whatever happens tomorrow, you must promise me one thing.  That you must stay who you are.  Not a perfect soldier, but a good man."

There is a purity to Steve Rogers.  He is compelled to do what is right.

My job is to make tomorrow's world better. Always has been. Once, long ago, I asked Bucky what purpose Captain America served outside of combat. It was a foolish question. There'll always be something to fight for. And I'll always be a soldier. - Captain America.

Captain America is the one Avenger that is there simply to do good.  All of the others have other motivations.  Steve isn't driven by testosterone, ego, arrogance, guilt, anger, fear, or self-interest.  He just wants to do what is right.

Steve Rogers is a fascinating character and Captain America is an exciting hero to watch.  His absolutism creates drama, conflict, and story.  He doesn't have the moral flexibility of Tony Stark or the pragmatism of Natasha Romanov to avoid a conflict.  If someone on the other side needs help, Steve is going in.
