Russia: Do you think Putin runs Russia or is he merely the public face of a shadowy group that runs Russia? Why or why not?

By Occam's Razor, there is no use in a more complicated explanation that does not add anything. If it is simply someone else controlling, why would they have any more reason to be inconsistent?

Politics in Russia or anywhere has multiple actors and expectations and uncertainties. This is a better explanation than invisible omnipotent conspiracies.
