He let Ned believe that the Gold Cloaks (the guards of King’s Landing, like the Met) would back Ned up when Ned made his proclamation against Joffrey. Instead the Gold Cloaks turned on Ned and killed his men, while Lannister men murdered Ned’s entire household.
And while this may never be confirmed, I think it’s strongly implied that Littlefinger is the one who convinced Joffrey to execute Ned rather than pardon him and let him take the black. If you look at the scene in the book, everyone on the steps (Cersei, Sansa, Varys, etc.) is shocked and scrambling to act when Joffrey makes his decision. Someone who’s not explicitly freaking out? Baelish. Why not? Because he knew it was going to happen.
