Why don't the leaders of countries like Russia, China, Germany, Poland, France and Ukraine issue their statements in English usually? Do they not know English very well?

Why should they issue statements in a language other than their own? For the benefit of those who only speak English??

When foreign leaders meet at a summit, they always communicate at official events through an interpreter, even though they may have a language in common. It's to give the diplomatic perception of equality and to be a faithful and loyal representative of the people of the country who speak that language.
