Do Republican politicians care about the poor?

We've had a 50 Year Democrat "War on Poverty" that has left the poverty rate nearly where it started.  In fact, it even halted the progress that was being made before.   50 years and a trillion dollars later we should see better results than this.   Yes, Republicans care, but they don't show it by knee-jerk support of failed programs.
