Who has more moral culpability in the war in Iraq, the order givers, George W Bush or the order followers, the soldiers in the Army?

In every country I am aware if, it is a crime for a soldier not to follow a lawful order.

The order of the Commander in Chief, G W Bush, to invade Iraq was legal.

I can't for the life of me see any way in which this could be blamed on the military.
