Because nobody has yet made Clean Coal (by which I assume you mean Carbon Capture and Storage, CCS) work - despite spending a lot of money on it. For twenty years, the position of the coal industry has been “CCS will be along real soon now - leave us to keep mining”. Sorry, that story doesn’t hold: I want my planet to stay as livable as it is. Coal has used up all its excuses: we should stop using coal until after CCS has been proved to work reliably. At the moment Clean Coal is like the Perpetual Motion machine - a nice idea, but unfortunately one which does not work.
