What would happen if there were no federal regulations in the United States?

First thing that comes to mind:

You decide you want to drive your car from Philadelphia, PA to Washington, D.C. on vacation to visit the Smithsonian Institution.

You get to the Maryland-Pennsylvania state line - and have you and your vehicle inspected by the Maryland State Border Patrol and Customs and have your passport checked to ensure that you have the proper visa.

Assuming you are passed through, you will have to go through the same customs inspection when you return from your visit - and possibly may have to pay import taxes on that T-Shirt you bought at the Smithsonian.
