Is it safe to turn in a gun with unknown history to a police buy back?

Every police -sponsored gun buy-back program I've seen has included an amnesty program, as well.

When you go in, someone checks to make sure the weapon is unloaded (please, please, pretty-please-with-a-cherry-on-top — make sure the weapon is unloaded before bringing it in), then another person evaluates whether it is a functioning firearm (many buy-back programs won't pay for non-functioning or rusted-solid junk), then the third person pays out the cash. No one runs the serial number of the weapon at that time.

If you have a buy-back program in your area, the announcement will probably include information on the amnesty program.
