As far as I know the last time when a British monarch has given a citizen (or subject at this time) a direct order, was in 1944 by her father.
He directly ordered Winston Churchill to stay in the UK, because the Prime Minister, pugnacious as usual and not caring for his physical safety, wanted to take part in the first wave of the Normandy invasions, with a battle bowler on his head and a submachine gun in his hands.
The King had to tell him very directly that his place was in the headquarters in London and not with some infantry platoon on the beach and that he wasn’t a young lieutenant anymore.
