Nope. What you see was an unprepared drop. The humvee was not attached to the parachute correctly. The piece of metal that it was attached to as you can see on the bottom here, was not fastened to the vehicle properly which led the vehicle to slide out.
This is not common, luckily this was training. During a battle this could mean life or death as infantry would not have safe a way to travel. The person doing the actual attaching and the preflight checkups are probably peeling potatoes right now.
