Because of the ACA, private schools, like the one I work for, are required to give full-time teachers health benefits. Those benefits are very expensive for the school.
But they don’t have to give benefits to part-time teachers.
So the schools will take full-time positions, and split them into part-time positions. So, instead of one full-time Art teacher, they hire an Art teacher for three days per week, and another for two days per week.
For the same reason, most schools no longer have full-time substitutes. It used to be that each school had a substitute teacher that would come every day, no matter what, and, if not needed, would do office work. Not anymore. Now there are only part-time subs. And, often, instead of getting a substitute, my school will just double-up a class and send the combined class to whichever classroom had a teacher.
