Has Samsung, as Steve Jobs once famously stated, "slavishly copied" Apple?

Yes, I would say Samsung copies, but Apple also copies, depends on how you look at it and the subjective valuation you give to what they do. The tech industry builds on itself and competition sometimes has to catch up in uninventive ways (and copy more blatantly).

Legally though, you can copy unless you infringe a patent, and even so you shall engage in a patent war or change the product slightly enough so that you avoid it altogether. And there has been quite a bit of all of this between Apple and Samsung. The important thing is that Samsung has found its way to market dominance and innovation with time, while Apple retains (for the time being) that special ability to inspire awe and create coveted products.

Also I have to add, from having read Steve Jobs biography by Walter Isacsson that Steve Jobs also ranted heavily about the Android operating system for having copied so much of the early iOS innovations such as the pinch and zoom and the scrolling with momentum among others. Steve Jobs famously said "…I will spend every penny of Apple's $40 billion in the bank, to right this wrong. I'm going to destroy Android, because it's a stolen product. I'm willing to go thermonuclear war on this."
