Because Ukrainian military units near the border were attacked with artillery from across the border, because Russia stationed artillery on its side of the border (confirmed by many sources, including satellite intelligence), and because videos show it firing into Ukraine. Russian soldiers explained on their Facebook and VK pages that they were firing into Ukraine.
