Has the UN acknowledged or found proof that Hamas uses human shields and plants rockets in civilian areas?

UNRWA found rockets in 'abandoned' (some may not have been abandoned) UN schools. UN refugee agency says more rockets found at one of its Gaza schools. If schools are not considered to be "civilian areas" I don't know what could be.
