Hypothetical Scenarios: You are walking your Yorkshire terrier when a jogger passes, your dog barks and runs at them, but does no more. The jogger kicks your dog. Would you attack the jogger?

Put your dog on a leash. Get a variable length leash.  The dog can run around and be free, you can keep her under control when joggers come by.  Right now you are being a real dick to joggers.  Whenever I jog and someone's dog comes barking at me, it makes me think they are very inconsiderate and do not care for others.  I kept my dog on a leash in public, because I care about others.  Other people are more important than dogs.
