What do you mean by "officially?" There's no official body that's in charge of the English language. It's been steadily changing since the middle ages, and each generation has complained about the randomness of its changes. Periodically, some person or group proclaims themselves to be authorities, but no one is bound to listen to them, and generally no one does.
We can't "officially" remove silent letters, because there are no officials that English speakers generally follow.
