Yes, if you have been stopped by the police for a traffic violation, and the officer is in his/her car busy with whatever they decide to do (written warning, citation, criminal history/drivers license status checks, etc.) you are free to make any calls you wish.
I cannot think of a reason why you would be restricted from doing so.
Please be courteous and put the call on hold if the officer approaches to speak with you.
