Do police officers take time on purpose when they write you a ticket?

I suspect for the motorist it seems like an eternity. But most officers have no desire to spend any more time than is necessary to write a ticket and have the motorist on his way as soon as possible.

There are times when the computer is slow (at least that was the case occasionally when I was on the street), or the officer may have to refer to the vehicle code book for a specific code.

But it is in everyone's interests to keep the encounter as brief as necessary.
