What events would lead to a parliamentary democracy in the United States?

It's hard to imagine. A parliamentary democracy empowers its chief executive (prime minister) far more than the presidency of the USA. Although people talk about the power of the president, in fact, the prime minister of the UK has much more power to actually achieve his agenda because by definition he has a large number -- usually the majority -- of votes in the parliament. The president of the USA has no such guarantee. Gridlock is built into the system on purpose.

I can't think of any event that would cause Americans to want to give their president more power.
