What is the most neutral explanation of the Israeli–Palestinian conflict?

It’s a tribal conflict where one tribe is militarily superior to the other, but is constrained by external forces from completely annihilating the weaker tribe. Instead of seeking a consensus that would allow for peace or forcing one side to acquiesce, those external entities are providing military and finical assistance to prevent continued warfare from being as destructive and unsustainable as it would normally for both tribes.

There are several possible resolutions to this problem, but all would require sacrifices on both sides which may are not currently amenable to the more radical and reactionary elements of both tribes. Also, removal of the external influences could force a resolution; however that also would not prove amenable to to certain elements in either tribe.
