I think the typical way is to fabricate a tale of some large aggregation of individuals and give it a name like, the People, the Proletariat, the Working Class, the 99%, the Master Race, etc., and claim it as a higher good, protection of which justifies and legitimizes aggression against mere individuals and especially against any minorities outside of that preferred aggregation.
