If your dog (or any dog or other animal) attacks me while I'm minding my own business (walking, jogging, shopping, whatever) in a public place it will get hurt, possibly seriously. If it comes after me a second time there's a good chance it will end up dead.
It's your dog, you have cause to know its behavior, and it's your responsibility, not mine, to keep it safe from such potential harm by keeping it under your control. I, and all Citizens, have an absolute Right to defend ourselves against any attack.
Control your dog. If you "can't" or won't, any harm which comes to your pet is strictly your fault.
Note that this applies to muggers too. If I can cause them severe disabling pain and injuries I damned well shall.
Now... if I'm in the dogs own yard/house this becomes an entirely different thing.
