Public libraries purpose is to provide the community a place to access knowledge (books, documentaries, internet) and consume that knowledge (study, read..).
Homeless shelters are where showers should be. The small amount of money that public libraries receive should be spent on improving their collection of books, ect...
Just because many homeless people hang around libraries as a nice place to escape the elements does not change the purpose of a library.
