Her repeated betrayals of Batman and his persistence in believing in her goodness reaffirmed the fact that he had not lost his faith in people even after the Harvey Dent episode. It proved that he was in fact incorruptible.
Batman does need an ally against his most powerful enemy yet, and she is just that.
She is a perfect example of the kind of people that Bane is appealing to with his propaganda. Look at the way her (foster?)sister reacts to the situation. Her final decision is a testament to the fact that even the people who are benefiting most from this state of anarchy realize that what is happening, is in fact wrong.
