Bad stuff happens.
Was the CEO of BP personally responsible for the Deepwater accident? Probably not. Was the head of NASA personally responsible for the Challenger explosion? Probably not. Was the CEO of Enron personally responsible for defrauding investors? Yes.
My point is, each case warrants investigation. Benghazi was investigated by a committee of majority Republicans and Hillary was not found to be personally culpable.
