If a police officer is outside my house, saying he will arrest me if I come outside, can he actually arrest me for going outside?

With a few exceptions (domestic violence being one of the most common), you can't be arrested in your own home without an arrest warrant. If you do have an arrest warrant, the police can enter and arrest you without the need for a search warrant if there is good reason to believe you're on the premises.

If the police have probable cause for your arrest, and you're outside your house, you're fair game. Had you gone outside, you probably would have been arrested.
