Whether the driver would be charged with every possible traffic violation or have them lumped into something like "reckless driving" is a function of local custom and how much time the officer puts into the report. Charging 20 or 30 moving violations in addition to evading and maybe possession of a stolen car would be viewed as "charge stacking" (a practice employed to get the bail so high the defendant has to stay in jail) in some places, and would be discouraged. In a situation like that, the traffic charges would probably be plea bargained down or sentenced concurrently with the felonies, anyway. It wouldn't prove much to go to all that trouble.
The report writing system I used required a separate written complaint for each charge. Writing one of these up for each of a stack of traffic charges would take hours more productively spent elsewhere.
