If you are driving and are less than 16 years old, can you get pulled over by a police officer for looking young even if you didn't commit any crime?

I didn't know about the prohibition Brian Jones mentioned for California, but in most places, yes, an officer could stop someone who appeared to be too young to drive. I did it once. The driver turned out to have progeria, a disease that mimics accelerated aging. He was 24,  but had not grown past about five feet, and had a very frail body. From a distance, he looked like a child. Up close, he looked like an old man.
