Why do criminals ask for non-sequential bills?

If money is paid with sequential bills, the criminal can assume the serial numbers have been recorded (easy to do with sequential bills--much harder with non-sequential bills) and the money can be tracked. In practice, if the government wanted to track money, the bills could be marked with ink that would show only under UV light. Most crooks would not know to check for this, or would refuse such cash once they had it in hand.
