Many of the incidents shown on COPS concern people of lower income, and in a social context where the men often don’t wear shirts in warm weather. Yes, there are people who go around shirtless as much as they can. It’s common enough that some businesses have to post signs at the door requiring patrons to wear shirts, or be refused service.
