What happens if a criminal crosses a state border in America during a chase ?

I was a cop in Reno, Nevada. At the time, the city limits were less than nine miles from the California border (now, they almost touch the border). Pursuits along I-80 or U.S. 395 from California would occasionally cross into Nevada. The CHP (or whatever other agency was chasing) would maintain the pursuit, just as if they were still in California. The Nevada troops would assist as needed.

If the arrest was made in Nevada, then the defendant would have to be extradited back to California. Often, they would waive extradition on the spot, and be transported back to California immediately.

Up until the late 1970s, the California Highway Patrol would sometimes look forward to a pursuit extending into Nevada. Given sufficient notice, members of the Nevada Highway Patrol would be waiting at the border to blow out the fleeing vehicle’s tires with shotguns. They don’t do that anymore.
