I live in a town that's pretty notorious for doing just this.
My girlfriend got pulled over for doing 32 in a 30 (seconds after the speed limit dropped no less.) Ultimately let go with a warning, because the cop 'doesn't like giving tickets to locals', but still pulled over and inconvenienced for an incredibly miniscule violation.
Others have gotten tickets for such small violations.
As a result, the cops in town are hated and untrusted. Even if they are doing their jobs in every other capacity, and only pulling people over because the town is forcing quotas down their throats or whatever, most locals still only interact with them in the form of ridiculous parking tickets or annoying inconvenience. So that is the perception of the police force: petty, thin skinned and stupid.
It's bad for the town itself too, because its gotten to the point where the only thing anyone knows about the town is 'you'd better slow the fuck down, because the cops are dicks.' Would you go out of your way to drive through or visit a town like that?
Other towns where the cops are more reasonable do not have this reputation.
